SOURCE: water is either hot or cold
yes, the valve should be close at the downward postion. and the water should be clod to hot from left to right.
open the handle and pull out the cartridge.
make sure the valve body is installed right side up.
if it is, insert the cartridge with the lock pin on top.
reinstall the handle.

Pleae do not follow smthbrother's advice. It is just a simple problem with the valves, nothing to stress about. I am a plumber by trade and see things like this all the time. If you post the name of a pic of the valves I can tell you what you need to buy and how to fix them if youwant to take this on. If you feel this is something you might not want to I can figure a price up to repair it..this will give you an Idea of what it should cost when you have someone come out to repair it so you dont get taken. Repost if you need anything or you want me to walk you threw it.

Take the plastic knob off.Turn the brass stem with a pair of pliers until you get it in the proper position.
Off faces down
Cold faces left
Hot faces right
Once in the position screw pastic knob back on.

it can be adjust take handle off and remove locking collar first turn water off,
it has a metal or plastic ball with a shaft for the handle it may have spun or a washer may be bad under it,
you can get a replacement at lowes or Home depot to replace it if this is the problem .

Remove handle to gain acess to the temperature limit stop. Remove handle and pull out handle adapter kit and next there is a dail that can be adjusted to control the water to balance the temp. It could have been installed wrong, pay attention to where it is now and pull it back to it disengages out of the stem and move it counter clockwise a little and reinstall. Put handle on and test water for correct movement.
