To complete part one, follow these steps:
  1. Insert the Windows XP startup disk into the floppy disk drive, or insert the Windows XP CD-ROM into the CD-ROM drive, and then restart the computer.
    Click to select any options that are required to start the computer from the CD-ROM drive if you are prompted to do so.
  2. When the "Welcome to Setup" screen appears, press R to start the Recovery Console.

Assuming it is windows XP here are the steps to fix that error:

Type the word "regedit" into the text box of the Run window and then click "OK." The Registry Editor window will appear. 2) Check date/time

Do the below troubleshooting steps in safe mode

3) Check the "value data" for the following keys under HKEY_CLASSES_ROOT\.htm

1. Default
2. Content Type
3. PerceivedType

- Double click each of the above keys
- check the value data (default value data)

Defaut = htmlfile
Content Type = text/html
Content Type = text/html
PerceivedType = text

- If the value data is different, change it to the above default value

4) Reregister the following dll files

regsvr32 licwmi.dll
regsvr32 regwizc.dll
regsvr32 licdll.dll
regsvr32 jscript.dll
regsvr32 vbscript.dll
regsvr32 msxml.dll
regsvr32 shdocvw.dll
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll

5) Rename/replace the dll files

rename c:\windows\system32\licwmi.dll licwmi.old
rename c:\windows\system32\regwizc.dll regwizc.old
rename c:\windows\system32\licdll.dll licdll.old
rename c:\windows\system32\wpabaln.exe wpabaln.old

expand d:\i386\licwmi.dl_ c:\windows\system32\licwmi.dll
expand d:\i386\regwizc.dl_ c:\windows\system32\regwizc.dll
expand d:\i386\licdll.dl_ c:\windows\system32\licdll.dll
expand d:\i386\wpabaln.ex_ c:\windows\system32\wpabaln.exe

copy c:\windows\system32\licwmi.dll c:\windows\system32\dllcache
copy c:\windows\system32\regwizc.dll c:\windows\system32\dllcache
copy c:\windows\system32\licdll.dll c:\windows\system32\dllcache
copy c:\windows\system32\wpabaln.exe c:\windows\system32\dllcache

6) Initiate to activation tool

- Create a new dword value under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon

- dword value named : Activation Required
- set the dword value as : 1

(or)

- goto HKEY_LOCAL_MACHINE\Software\Microsoft\WindowsNT\Current
Version\WPAEvents\oobe timer
- change atleast one digit of oobe timer value data

7) Delete RESET5 keys

- start > search tool > search for reset5.* > delete all the files

8) Rename/replace WPA.DBL file

ren c:\windows\system32\WPA.dbl wpadbl.old

When I turn on the 1525 Dell laptop...a screen comes up saying windows could not start because the following file is missing or corrupt.windowssystem32configsystem. The page then suggests attempt to repair...


it is nothing but windows registry error. do one thing in another pc download the Hiren's boot cd from internet, write that file in a cd, try to boot from that cd & repair the registry. otherwise just format the operating system & reload the OS.

Windows XP Missing configuration?


Sounds like you may have bad RAM. Try removing all of the RAM modules on your motherboard and put only one in the first slot. Start the computer and see if it works.
