This sounds like it is either part of the motor that is burnt out, or a fault on the control board that controls the fast spin speed.
The motors have a number of coils, so a fault with one will cause problems at just one speed.
The power transistors on the control board can also fail - leaving one speed dead, so either of these faults may be the reason yours is not working.
#1 - Check all motor coils
#2 - Check operation of output Power transistors.
Above tests should be performed by competent engineer only.
There is also another fault concerned with an unballanced load - If it spins a few times and bounces a lot, then it will abort the spin cycle. This is usually the fault of the dampers - which are a cheap replacement.

THere maybe a thermal limit sensor gone bad. Keeps the dryer from over-heating. Located behind rear panel on most and mounted on the heat tube. Verify with volt/ohm meter if possible

If the modem is 10 years old then its time to replace it even if it was working fine if not very good to be abreast with the latest technology. The ISP must have tested the lines which must be fine because they keep on upgrading so you need to replace the modem to a latest model.

SOURCE: inducer motor runs cont. and
Hi, Here is a tip that wrote about how to buy heating and air conditioning parts online.
The relay on the circuit board for the inducer is stuck closed....
The reason you have to turn down the t-stat or recycle the power is that for the system to refire the pressure switch must open and then close again, which it does in either of those cases....
To fix the problem you will need to repplace the circuit board....
Check with your dealer for a new board or you can buy it on the internet...
