Good Afternoon friend, thanks for your post!

Based off the information you have been able to provide an "F31" error code stands for a shorted probe connection. Typically this means you could have issue with the RTD (resistance temperature detector) sensor probe or the wiring harness between your control panel and probe connector. Since it could be any one of these under lying issues I would recommend a professional come out and properly repair your appliance. Hope this helps. -Matt

If the cooling fan is constantly running then means thermal overload probably faulty, it has failed in closed position.

Best to get an engineer to help

F31 - Shorted Temperature Probe connection

Check the sensor probe connections for damage. Make sure it is plugged into the socket, all the way, when the oven is in use. If the connections are sound, and not separated from their respective contacts, replace the temp probe.

Hi,

I'll presume you have no "fault code" appear in the display, i.e. F30, F31 correct ? Is it both top and lower oven ? What happens when you select a bake cycle, anything ? Does it appear to be on, but no heat ?

Just need some clarification and details and I'll try to help.

Possibly the temperature probe, check the connection and the wiring to it. These ovens have very badly stamped metal inside that will cut through wiring very easily. Temp probe may be bad as well.
