Reinstalling the operating system won't solve your keyboard problem. If you have another good working keyboard, plug it on the laptop and try to see if the problem will disappear.
Usually, the laptop keys stop working because there's something stuck underneath and is preventing the key from going all the way down. It would be good to take a small brush or use a vacuum cleaner at a low suction setting and vacuum up the keyboard to get rid of anything that's stuck beneath the keys.
If the cleanup of the keyboard does not help and the external keyboard misbehaves in the same way as the laptop keyboard then it might just happen that a reinstall of the operating system might help.
You'll need to go to BIOS and set up the DVD drive as the primary boot option, so that when you place the DVD in, it boots from it, instead of booting from the hard drive.
Depending on your laptop model and BIOS version, you will need to hit F1, F2, F10 or F12 right after you turn on the laptop. Just pay attention to the first screen that shows up, and it usually says at the bottom what key you need to hit to get into the BIOS settings. Once you're in, there should be a section called Boot Options, or it may be in the Advanced Settings. Again, the menu shceme depends on the laptop brand and the BIOS version, so you'll just have to look through the available options.

Make sure cmos battery is fresh, then reinstall restore disk and write down password if any. Administrator password is stored in bios.

Recover windows password, why don't remove the password with Windows Password Recovery Tool 3.0.
If you can not remember the windows admin password, try to reset it with a reset disk. Free download windows password Recovery from http://www.windowspasswordsrecovery.com and there is a .iso file included. Burn the .ISO file onto a blank CD which is so-called windows password Recovery disk. With this disk, you can reset windows password without erasing anything

You can reset your windows admin password. I know a simple way to reset windows 7 administrator password. You can download a software on the internet and reset or remove the password with it. Few weeks ago, I also lost I windows 7 password, finally I reset it with "Windows Password Reset 9" I think it is the easiest and safest way for resetting windows password. after windows boots press the windows key and the R key at the same time and type msconfig and press enter. after it loads go to your start up tab and uncheck everything that isn't necessary for boot. if you're unsure just google the processes to find out if it's needed.
