Motor burn out Rigid R4510 table saw

Rarely you can get a motor that burns up because of bad internal parts and sawdust can lead to problems but motors are designed to handle and placed on the saw in a position to avoid heavy sawdust buildup. In my experience at my repair shop, most table saws that come in for motor repairs are directly attirbutable to using dull blades and making up for that by forcing the work through the saw. If you have a good quality, sharp/new blade and feed the wood into it at a reasonable rate, even a weak motor can get the job done.

I have a 10" Delta table saw. It was running rough

Check that the blade is not warped or binding. Don't use long extension cords. Check your home breakers. Also check if the table saw has a breaker. Don't force lumber into the blade too fast and don't jam the lumber between the guide and blade. Try a different outlet and check your wire for breaks. Good luck!

Saw is not cutting true / will not cut a straight line ?

Check blade is on properly. Remove blade and clean area where mounts to shaft. Make sure proper washers are in place. If blade is bent or wobbles replace. If blade is dull replace. Be sure you're getting enough water to saw. Don't force the tile through, let the saw do the work. Nothing helps any kind of saw more than a nice new blade.

Angle lever stuck

I am surprised at that amount of wear in so little use.
Apart from that the first thing to try is WD40 on any stuck item. But don't over force the thing as you might break something

Craftsman 10in Table Saw Model No. 315.218060 Dust bag

all the manual says is to insert the elbow onto the tube coming from motor and then install bag onto the elbow and for maximum performance empty the bag before it gets half full. On most table saws that I work on there is no fan or anything like that to force the dust away from unit, the best way is to run a shop vac and connect to the elbow for mazimum dust removal.
