My husband can't sleep due to severe stuffiness in his nose which makes him feel panicky. He falls asleep but awakens and can't return to sleep. Would this be a physical problem or a mental one?


Both. Physical that his nose is stuffed up. Mental that it panics him.

Try something like Otrivine nasal drops. If it persists, he needs a doctor visit.
