Do I need to use a apostrophe in the word "locals" when using the phrase, "I have never seen him act like one of the locals until now"? Local's or locals?

No, it's a plural, not a possessive. It's "locals".

When do we use apostrophes

In the English language, apostrophes are used in two general cases.
The first is when a contraction, the combination of two words, is used. Word phrases like can not, should not, and I will become can't, shouldn't, and I'll. The other usage is to show possession for nouns. The noun does not have to be proper (ie: a person's name). For example, we can say "Under the hood of the car" or we can say "Under the car's hood". We can say "This wallet belongs to Michael", or we can say "This is Michael's wallet."

In possessives, the placement of the apostrophe depends on whether the noun that shows possession is singular or plural. Generally, if the noun is singular, the apostrophe goes before the s. The witch's broom. If the noun is plural, the apostrophe goes after the s: The witches' brooms. However, if the word is pluralized without an s, the apostrophe comes before the s: He entered the men's room with an armload of children's clothing. If you create a possessive with a phrase like of the witches, you will use no apostrophe: the brooms of the witches.

When I strike the apostrophe, quotation marks (or double appostrophe)appear. When I Shift + apostrophe, double quotations appear. Same thing happens with the tilde key. So far just these 2 keys...

Sounds like a defective keyboard. I seen issues when pressing a button it will trigger another key to be pushed or nothign displays at all. Try replacing keyboard since they are relatively cheap. othersie maybe a software issue

When I press apostrophe quotes they don't appear. But when I press the button a second time, then I get double ( "" ) and have to backspace to get single quotations ( " ) How do I fix this?

Download the Microsoft settings utility for this keyboard and check through the options settings, especially for "smart quotes." The smart quote, if enabled, may not show up at either end of the quoted phrase until you press the apostrophe/quote key the second time; then both will show in their proper places, and one of the quote marks will be inverted (a nice style touch, if you want it).

My 2005 1.6 ford focus has an intermitant fault of not starting but engine is turning over. local garage said there is also a slight fault with sensor on accelarator pedal. is this linked and is this...

You would really need it to act up at the garage, then they should look for crank signal, I have seen the wires backed out of the connectors on the crank sensor.
