How do I fix a samsung un39fh5000f tv which has standby light, and has standby voltage at the cable leading to the main board, but won't turn on?

Take the rear cover off the tv, then look for swollen or enlarged capacitors on the power board. You can desolder the bad ones out, then re solder new ones in. It may sound like a difficult task, but it is pretty easy.

Since you have replaced the LED board and you can still see a faint menu screen, this would indicate the LEDs have blown! Replace the backlight LEDs.

Have a 39in lg that power on n then go off

you have a bad power module. this kind of things are easy fix, and does not require a lot of knowledge on electronics. buy a new module so you can identify it when you open your tv, it is just unplugging wire harnesses and un-do a few screws.
MAKE SURE THE NEW MODULE YOU BUY IS THE UPGRADED VERSION. because if you buy the same kind, it may go bad soon again. best luck to you!
