That tube needs to be replaced or repaired. It connects to the electric valve with a compression type fitting.

The water dispenser problem may be due to a defective water control valve. But when the refrigerator leaks this needs to be solved. I have a lot of different ways and reasons listed so click on the below link and read over this and use the part that applies to your refrigerators leaking problem. Turn off the water supply and check for cracked or broken water tubing/line. Make certain that there is teflon (white) tape on threads connecting water inlet hose from shut off valve at wall to water valve at refrigerator. If there is no apparent damage to tubing or hose, then your problem may be with a water valve solenoid that is not seating/closing tightly. Replace the water valve assembly, if necessary.
Note: If plastic tubing is damaged, etc., you can splice the tubing with a "coupler" and/or more tubing purchased from Home Depot or Lowe's.

Had the same problem. Pressed button heard a click, saw zeroes flash, then nothing. After some online search I found and solved the problem. Corrosion and condensation on the connector plug attached to the wire at the bottom of the freezer door. Remove plastic grill, pull out wire from under box. You'll find a plastic connector and possibly wet or corroded wiring. CUT POWER TO FRIDGE OFF FIRST. I cut away the white plastic connector then stripped and tied the wires together with wire caps. Taped them up too. Note which wire goes to which first. Mine was blue to blue, black to black, and red to white. Problem solved.
