you really need to say WHAT PHONE YOU HAVE (iPhone? Samsung?) and you should also say what service you have (AT&T? Verizon?) But in general, that message means that the phone has no record of you paying for phone service. Do you have a valid SIM card inserted? Are you making your payments to your service provider?
