Remote control has a reset button found in front or at back inside battery compartment. If you replace your remote control with battery or your remote control is malfunctioning you to reset it.
You don't have to go outside to turn off the unit, you can "on" or "off" the unit using the emergency operation switch.

could be a stuck relay that control the fan. check the 24 v relay or 24V magnetic contactor. could be a welded contact also.

If it is blinking it is in a 5 minute time delay.
It should settle to a steady snowflake after 5 minutes and come on normally.

I need to know more. when you call for cooling does the indoor fan run? Does the contactor at the outdoor unit pull in? Have you looked at the fuses, breaker. If it has been very hot lately open the outdoor unit and look for a thing that looks like a large battery it should have 3 to 5 wires on it this is the run/start cap the high outdoor temp will sometimes make this fail. You can see a failed cap 85% of the time just by looking it will have a defromed top or be leaking oil. YOU DON'T WANT THIS OIL ON YOU!
