Don't use the passphrase. Go into the configuration of the Netgear device to where your set the security. The passphrase will generate 4 codes. You choose which one you want to use. I would copy all four codes and paste them into a spreadsheet or text file and save that to a memory stick or other suitable portable memory. Move that to the laptop causing the issue and paste the code into appropriate field. Save the configuration and you should be set.
I have worked with some devices that do not generate and save the codes correctly. Manually entering them has resolved the issues I had.
Good Luck, and please let me know how this works out for you.

Wireless signals use the frequency 2.4 GHz for 802.11b&g&n
make sure the absence of a device using the same frequency to avoid interference. i. e. wireless phones.
if there are other wireless networks around, try to change the broadcasting channel of the wireless router, for instance, if its running WiFi on channel 1, change it to channel 11
on other thing that affects wireless signals is water, or moisture in general, it absorbs the signals energy so try to avoid things that carry water in them like plants and/or aquariums.
check and let me know if your problem is not wireless signalling.
