Hello, that code indicates a low refrigerant charge. The problem with window units is that if they develop a leak it usually gets pretty costly to repair them, in some cases it is better to buy a new unit if the repair will cost more than a new unit.

could be a control board either in the inside unit or the outside unit
could be a simple start/run capacitor for the out side unit
best get a technician out to check it out so that you get the correct diagnosis and quote for repair.
