Hi dwva, I think you have the belt on properly seeing the other gears work fine. The difference between 1st and reverse can be as little as 1 half in on the drive wheel. It depends on which side of center is the friction wheel riding. Remove bottom pan with the machine in 2nd or 3rd gear notice which side of center is the friction wheel riding. (the friction wheel is the one with a rubber outer ring). Now put it in 1st, is it on the same side of center? There is an adjustment on that linkage, adjust so in 1st is on the same side of center. I am assuming that you have alred checked the ignition spark. If not please do so by removing the spark plug and re-connecting the plug to the high tension lead then pull the recoil through with the ignition on. You should see spark across the electrode AND to ground.
I suspect that there is debris in the carb float bowl and jet orifice. This requires that you remove the float bowl nut and float bowl. NOTE the gasket on the top of the float bowl and how it is installed AS you REMOVE the float bowl. Clean out the float bowl and in the threaded are of where the bowl nut screws into there is a brass orifice. These get a tiny speck of debris in them and they will not allow the engine to draw fuel into the carb passages. The orifice can be removed by using a thin bladed screwdriver and some will power to initially remove the orifice. Hold it up to the light. You should see a pin hole in the orifice. No pin hole visible = clogged orifice. Use something like a tooth pick to remove the debris and DO NOT poke anything into or through the orifice hole. Just clear the orifice hole.

One last thing... make sure the fuel selector is on and that you have fuel to the carb manifld connection. Things like the fuel filter and fuel tank outlet port can be clogged.

Wrap heavy rope centered around the circumference of the tire and tie it securely. Place a bar or box wrench between rope and tire. Turn bar in either direction which will synch the rope and collapse the center of the tire, forcing the bead to seal with the rim. Fill with air. Works every time
