The water heater (Reliance Elec 501) does not turn on, This happened on the same day that our whole apartment lost power due to tripped main switch.n I reset main but water heater does not respond,...

Two-element water heater is 240Volts.
No hot water means: ECO reset button tripped, upper element bad, upper thermostat bad, or 240Volts is not reaching water heater.
Circuit breaker can be delivering power on one leg of the 240V circuit, so water heater appears to have electricity but is only receiving 120V.
Test for 240volts across top two screws on upper thermostat.
Look for loose wires and burned connections.
Push in reset button real hard.
Replace both upper and lower thermostats.
Remove wires and test upper element for continuity.

Automatic restart is not working. Seems to keep saying eco problem...I thinl...the code is four flashes followed by two flashes.

Gas control valve is not identified, so error code is not known.
ECO means energy cut off.
Energy cut off happens when gas control valve thermostat has gone bad, or when gas control senses runaway heating inside combustion chamber.
Newer heaters have resettable ECO for combustion overheat. This reset is typically located on combustion chamber door and is round and has two wires that connect back to gas control. Generally you have to clean combustion chamber and tubes and catch up on maintenance, then reset ECO, then fire up heater again to see if problem is resolved.

Newer heater does not have reset for bad thermostat, and in that case you replace gas control valve thermostat.
Older heater does not have reset, and combustion chamber and parts are cleaned, and gas control valve thermostat is replaced.
Your manual is best place to start troubleshoot.

How does the reset work? I am helping a friend troubleshoot his water heater. One of the wires that connected the pig tail to the power block fried inside the water heater cover. I decided to remove the...

The reset button is set up to open the circuit if excess current is drawn by a failed Element. It works by getting hot and switching off due to current above its rating. The burnt wiring more llikely happened over a period of time because of a resistive joint in the block getting hot due to the high current that water heaters consume. It seems that the element has failed if the reset button does not get the system working.

Electric hot water heater not heating

If this all of sudden happened and you had hot water. Check for power to the heater and to thermostat. Thermostat may have tripped out to reset it just press red reset button on it.

If you have done all this and you have power to heater, thermostats and to the elements. Then the elements need to be replaced and you need to turn off power and drain heater before changing elements out.

I hope this will be some help to you.
