Check that the cable clip on the carby for the throttle has not allowed the outer cable case to move
readjust at the clip for idle speed so that the butterfly lever hits on the idle screw when the throttle is in the idle position

Push mower revs too high with throttle just open (or a little higher with the throttle opened more). Revs stay high until throttle reduced to cutout point.

are you sure you have the right spring fitted?? and have you tried adjusting the spring tension? you can do this by bending the arm that the govenor spring attaches to as seen in this picture

I am trying yo find out were the filter is in the lawn mower?

I had no clue that there was even a such thing as a 2007 Eagle, let alone, a 2007 Eagle Talon that is equipped with a lawn mower! What will they come up with next???

How to adjust idle on victa carburetor, my lawn mower start very easy but runs to high revs. I tried on trotle cable it doesnot make any diference what could be wrong? thanks very much!

That sounds like a governor problem. The spring might be off or the governor needs adjustment. With the high revs you might damage something inside the engine itself, (or as the saying goes it will self destruct) so I would not run it like that. I can't put into words the adjustment procedure. I suggest going to a shop. I know that is not the answer you want, but for this it is the safest.Maybe somebody might have a better answer for you. Regards and good luck.

I need to remove my rev limiter on my eagle talon and i just need to know where on the car it is. I can do the rest of the work myself once i know where it is. by the way my Talon is a 1992 2.0...

The rev limiter is built into the program of the Engine control module. You will have to replace the ECM with one that doesn't have a rev limiter or reprogram the ecm to eliminate the rev limiter.
