There is a pin in the gear that helps the blade move when the engine is running. That pin may be sheared off and may require a new gear.

As you have already mentioned that bolts are checked and they are not tight, but still once again recheck the bolts.---------Give it a quick check, with the unit OFF PLEASE:------- Turn it upside down so you can see the blade bolt heads and the washers you should be able to move the washers with your fingers if you can't then that is the bolt(s) keeping your blades from moving.-----------Two things will cause the blade not to move. They are the clutch drum and the drive gear. i thought the problem was the grease also until i seen another sales web page decription, it said NO OIL TO LEAK OUT, so i opened it up again after it shut off every day for 10 minutes of use , but still rolled
i seen the circuit board inside the air tight pump, somehow some water must have mixed with the greased part and i dried it with a cloth put it back together and it ran for about 20 minutes, then stopped, i tightend the screws as much as i could without harming the thread holes, if you break them your out of luck, did not see any seal but im sure the factory put something to keep it water proof
