Question about Sharp Televison & Video
Chip is a TNY264PN. I can't find another suspect on the board that may have caused this problem.

No, the voltages are just fine. The fault must be either in the PMW itself or in the HT transformer - and the only way to fix that is to replace the entire inverter board.

SOURCE: I have Toshiba 15
There are a few things that can cause this fault, but the most common is the High Voltage Capacitors that feed the backlights going bad. The invertor and power supply are on the same board (Vestel 17IPS01-2)
The caps are on the power supply board and are C355 & C356 (12pf 3kv) and C354 (4.7pf 3kv). If you replace these caps it will solve the problem in 99% of cases.
If replacing these three caps do not solve the problem then it may be easier to replace the power supply board... as fixing means replacing a tiny surface mount chip with loads of legs.
WARNING: The Power Supply/Invertor board can contain LETHAL VOLTAGES even when turned off and unplugged. if you are not sure, Pay someone to do it for you!

The PNL-POW (LCD panel Power) and the PS-ON will be 0V until the main board send out the signal to turn them on, it is working.
Do you get backlights?
Did you check the fuses on the Inverter board? You power supply is working.
