Does the vacuum cleaner smell 'burnt'? Vacuum cleaners require servicing from time to time (disassembly, inside casings blown out with compressed air, filters either cleaned or replaced - even more so with bagless vacs like the Dyson). As this is a washer there are extra complications like shafts and bearings rusting and seals wearing out to the point where they freeze up, which will trip thermal protection relays etc to stop it from doing catastrophic damage. You might be able to disassemble the vac, clean it up, give the bearings and shafts a liberal spray with something like WD40, reassemble it and hope for the best*. If you aren't game enough then I'd advise you to take it into a shop unless it's under warranty which means you're covered for repairs/replacement.

*This is mains powered device and there are safety risks involved.

To reset the breaker:

(1) Push the ON/OFF switch

If the vacuum cleaner motor does not run the motor itself might be burned out. Check the power switch first to be sure the motor can get power. Then, be sure the motor shaft can turn freely, that nothing is obstructing it. If the motor can turn freely and is getting power but still won't run it will need to be replaced
If the vacuum cleaner motor doesn't run the on - off switch might be turned off or defective. Test the switch with an Ohm meter or continuity checker.

Telios 2000

This is normally caused by restricted airflow, causing the heat sensor switch to trip. Please make sure the hose and bag are not clogged, verifying you have good suction and airflow to the hose end when you initially turn it on. The heat sensor switch is intended to shut off the motor if sufficient cooling air is not present.

Hello,
It sounds like your vacuum is fine if it works when plugged in the kitchen outlet. It is tripping the breaker switch in the other room because the circuit is overloaded (too many things plugged in this circuit). Try unplugging some things in that room and try your vacuum again.
If it only trips when using one particular outlet, then the outlet should be replaced. I would recommend having an electrician check your wiring out.

Spin brushes wont spin and the switch wont turn machine off. I have to unplug it. 

for the spin brushes it is most likely the motor is fried if you smell something burning it could be jammed or the wires have be shaken off the motor terminals. for it not turning off you need a new switch.

Sounds more likely to be the switch than the motor, especially if it is the model with the top switch rather than the side "rocker" switch.
