I received an sms telling me i had an outstanding traffic fine

contact local law enforcement directly to verify if you do. dont use phone nr from the text. but go find the number in phone database or phonebook. it may have been a scamming attempt. trying to get you to pay to their account

I want to pay my outstanding traffic fines. I was told that I cannot get a new licence disc due to an outstanding fine which I am not aware of.

I would think you need to contact your local Department of Motor Vehicles. Not sure anyone on a car and truck repair advice forum will be of any help at all.
