Check your wiring, it sounds like it's not right. The clock needs 120 volts to run.

Simple instructions on how to operate an arlec timer switch which is older style and manual. It plugs into a power point.

Timer is not identified. Read through possibles options below:

Add a comment with simple description of the timer for possible identification of product and possible instruction.

If you have analog dial timer, then open following link for instructions:
http://waterheatertimer.org/How-to-set-timers.html

Following link shows a variety of arlec timers: each timer has instruction manual that expert can access. Add a comment and say which of these timers is same-similar to your timer, and then say what part of manual is confusing.
http://www.arlec.com.au/productCatalogues.aspx?ParentCatalogueID=4&catalogueID=5&Page=1

If you already have instruction sheet for timer, then add a comment and describe timer, and include what part of manual is confusing.

If you want expert to speak with you about programming the timer, then request fixya phone assistance. Expert can ask which timer you have, and answer specific questions while you program timer.

I have installed a new adjustable thermostat unit (E1-BCANRT1W). Temp is set at 91 deg and I am using the timer. Two time periods are set and the switch is set to timer (not ON). The unit comes on at...

Double check your slide switch.
For timer: set switch to TIMER
For thermostat: set switch to ON
If slide switch does not operate, then Autocirc may be defective

http://waterheatertimer.org/pdf/Auto-circ-manual.pdf
http://waterheatertimer.org/Water-heater-recirculation-system.html

1) Household AC wiring will not affect the timer.
You can check your outlet using cheap circuit analyzer from home center.
The clock rotates one direction and the pins push small lever down which turns motor on-off.
When the OFF pins pass, the small lever snaps back and the motor turns ON.

I cannot immediately find operation manual for the E-1 model.
Typical ACT303 auto circ manual says following:

2) If timer controlled operation is desired, set timer and move slide switch to TIMER:
Manual says: tabs/pins are outward for ON times.
Another sentence says UPWARD, so I don't know which way the pins are set for sure.
So if you want timer ON for 2 hours, you would set 4 consecutive pins outward or upward.
ON for 6 hours, set 12 consecutive pins outward or upward.
If the timer turns ON in reverse of instructions, then set the pins that way.
Autocirc does not make the timer, they buy timer modules from clock-makers like Grasslin, Intermatic, etc.

3) To operate Autocir thermostatically without the timer, slide switch to ON position.
The clock dial will continue rotating

I have just installed an Baumatic wall oven mod. no. B605MS.1. The clock has lit but the oven does not actually switch on and heat. Please help. Thank you

The electronic timer/clock must be in the manual mode for the oven to work. Consult your instruction booklet and set to manual. Your oven will then work.

I have a GM 40 Series Multi Voltage Commercial DPDT time switch .Voltage reading across L1 L2 is 240. Orange and green light are both energized wired NO COM water heater not turn on.

Online manual for GM40:
http://www.intermatic.com/products/grasslin/electromechanical%20time%20switches/multi-voltage%20time%20switches.aspx

http://www.intermatic.com/~/media/files/intermatic/products/instructions/grasslin/gm40%20-%20english.ashx

You own a high-quality time piece.
I have defrost versions of same timer and have tested aspects of the timer, and own few FM1 series clock mechanisms for various projects.

Complete run down for setting GM40:
1) For 240Volt the dip switches are set: Please set dip switches before applying power to timer.
4-OFF
2-ON
3-OFF
1-ON

2) Line wires are the Hot wires from breaker box.
Line wires connect to terminals L1 and L2N

3) Load wire are wires that go from the timer to water heater.

4) Jumper wires are short lengths of same gauge wire.

5) There are many ways to wire GM40 timer
Open manual and look at wiring diagram titled: Controlling one 240VAC (Dual Phase) Load

6) A jumper wire is added from terminal L1 to COM
Another jumper wire is added from terminal L2N to COM2

7) Load wires going to water heater are connected to NO and NO2

8) Following image shows typical FM1 timer dial:
http://waterheatertimer.org/images/FM1-timer-002-350.jpg
As timer dial rotates the pins move small red switch that turns Load on-off.
Move pins in-or-out to control Load.

9) If you are uncertain about your pins, then set 20 consecutive pins one direction and then manually rotate dial and watch green indicator light turn on-off.
Put tester across NO and NO2 terminals and check when 240V turns on.

10) If you have defective timer, contact Intermatic:

I just bought an older electronic Intermatic timer at a yard sale. Model ET7215C. Timer power can be 120/240/277. There are 5 terminals for this, numbered 1-5. Looks like a variable tap power transformer....

I think you have the ET70215C SPDT
http://www.intermatic.com/products/timers/electronic%20time%20switches/next%20generation%20time%20switches.aspx
If this is not your timer, then add a comment.

Manual for ET70215C (same manual is for other models too)
http://www.intermatic.com/~/media/files/intermatic/products/instructions/timers/et70215c%20-%20english.ashx

Just as you figured, timer has selectable voltage.
Page 28 shows wiring diagrams and jumper settings:
Timer comes with a jumper, and then you select with voltage by installing jumper
geno_3245_230.jpg

Sample wiring diagram below shows 120Volts:
geno_3245_231.jpg
ET70125 appears to have 8 terminals.
Some models have 5 terminals.
There are many ways to wire this timer. Off hand I can think of 10 different ways.
Add a comment if you need help with a specific project.
In any case, the clock terminals are 1 and 2.
To put voltage to the timer switches in the simplest wiring options, is to put a jumper wire from terminal 2 to 3
If you are using 240-277 voltage with two hot wires, you still need to jumper from clock terminals to switch terminals. For example one jumper wire from terminal 2 to terminal 3 & then second jumper wire from terminal 1 to terminal 6

How do you set the timer on Malibu 300 watt transformer, ML300RTW. I have the pins in the right spots, but the timer doesn't go around. I there a on/off switch to activate the unit?

Make sure there is power to the plug. Then set the clock and install the on and off pins to control the lights. The on/off switch is for manually turning on the lights. The clock should run as soon as it's plugged in.
