How to send money to someone that out of country and no email but bank account?


Generally you can deposit money into the person's bank account anytime if you know the name and number of it, but some countries eg USA, have restrictive laws on the movement of money in and out of the country, and you may find this method blocked.

Another way might be Western Union, but this is not reversible, so if there is any chance you are being scammed, don't do it.

To quote them

"PayPal is an online payments system. Online money transfers serve as electronic alternatives to traditional paper methods like checks and money orders."

You have to give PP access to your bank account or credit card when you set up an account with them. When paying somewhere online by PP they will pay the merchant, and then deduct the money from your linked account. That way no merchant sees your financial details, and you do not have to send money yourself.

PP offers protection for the buyer. If you get scammed when paying by PP, ie by non-delivery, you can lodge a dispute and they will reverse the purchase and credit you the money, if satisfied with your case. Usually there is no trouble with this, although the process can be slow.

I payed for an item on ebay payment paypal. The item was cancelled by ebay who informed me seller had put back money into my account from where I payed.


Which account?
Did you have a "positive" balance in your PayPal account?
If so, PayPal will refund your payment back to that account.

If you did not have a balance, PayPal charged your credit-card when you paid. PayPal will "reverse" the charge. Go online to your bank, and check "recent credit-card transactions", to see the original charge, and the "reversal".

That could be a scam, send more money, now send more still

The Paypal site has a section for paying someone also with a Paypal account, otherwise you need something you can reverse, like a one-time credit card with only that money in it.

It is best when making purchases like this to use a credit card because they are very good at getting the charge reversed in situations like these. If you used a debit card you should call your bank and see what options you have.

It depends on what type of account, but if this is your credit card, call the 800 number on the card and report an erroneos charge, they will ask you a series of questions, like, have you contacted the business that has charged your card and tried to reslove it with them. If this is a bank account or checking account you need to conact your bank, you will most likely not get any money back if it was taken from your checking or debit card account. that why it is best to always use a major credit card.
