The belt may not be broken, but it may be lacking in tension and therefore unable to rotate the brush roll on its own. You're going to want to replace your vacuums belt every 3 to 6 months depending on usage. Check to see if the belt is loose, or over stretched.
Check the brush roll as well and be sure its securely locked into place. It could be slightly loose causing a lack of communication between itself and the belt. Our video can help with fitting the belt in properly with the brush roll:

I just had the same problem. I would turn on the vac, and it worked fine. When I turned on the brush it would work for a few seconds then shut off. Through troubleshooting I found out it had nothing to do with a bad power connection. By chance I took off the side HEPA filter to see how it looked. I realized that I have never changed it and that it was filthy. I removed it and turned on the vac, then the brush. It took a few tried, but the brush motor got back to full strength. I reassembled everything and it works fine now. It seems that the clogged filter was causing the brush motor to shut off. I'm running my vac w/o the HEPA filter while i wait for a new one to ship. Hope its the same prob for you!
It sounds like you have a blockage somewhere and the air is not passing over the motor to keep it cool. There is usually a thermostat mounted either on or near the motor. The blockage can be anywhere from the elbow ( the swivel part of your carpet sweeper if you have a canister vac) up thru the hose.If you have a canister vac, use a broom handle to push through the hose to clear the blockage. DO NOT ! use a coat hanger or anything that will cut or tare the hose. There are electrical wires in it that have 120 volts and causes quite a shock !
.
If you have an upright vac, start with the duct hose that comes from the part with the brush up to the hose and on to the main canister of the vac
If this does not work, take your vac to a reputable vac shop for repair. Hope this helps,
Joe
http://www.geeksquad.fixya.com/ThreadView.aspx?prdid=0&thid=564960 Generic problem for all Vacuums Brushes do not rotate on posted by marshad on May 02, 2008 brushes do not rotate on Hoover steam-vac upright Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. This also happened to my own Hoover Steam Vac and there was a broken part that connected to the brush assm that I had to replace, it has been a while but once they replaced the part everything worked just fine and it was not that expensive and I am still using the vacuum still to date and it is working just fine. I believe it was something like the switch for the brushes on/off switch or the part was part of the handle assm. Check you owner’s manual for the exploded view on the vacuum or also check with your local vac dealer. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions. http://www.hoover.comTelephone Contact our Customer Service Department at 1.330.499.9499 Monday through Friday 8 a.m. - 7 p.m. EST Don – The Vac Man Go Ahead.Use Us.
You have to clean out the hose under the bottom of the vacuum cleaner. To do this you have to remove the bottom plate the covers the brush it has about 6 screws. Also remove the brush and belt in order to thourhly clean it. I had the same issue you had. Now it works like new after cleaning this out. The sucktion power is back and it doesn't shut off on me any more. Hope that helps.
