Question about Light Outboard Motor Boat Bass Fishing Saltwater Base
If the engine is revving up but not increasing drive, my thoughts are it is probably a prop drive problem.

If it is old enough to have points then I would check them and make shure they are clean and gapped at .020. if that is noth the problem then it sounds like a fuel issue. Either a weak pump or a dirty carb.

You should have a High Speed carb adjust and a Low Speed carb adjust. If it's running fine while idling, adjust the high speed setting. If you have two nobs, its the lower one. May be set wrong. If you don't have two nobs, remove the carburator and check the jets to make sure they are completely clean or better yet, order yourself a carb rebuild kit to take care of all of this. I just rebuilt my 1971 evinrude 4hp and the carb kit made the world of difference.

Check the linkage under the hood and see if it is actually moving. They had a cheap plastic ball and socket. Then if all is well check that they are moving the throttle plate all the way open and finally see if you have spark on both cylinders and last but least is the engine have compression. If all those things are good, you may have lost a crankcase seal. While running, pull one plug wire off and re place it, then do the next on. If the engine quits= the bad cylinder will the the other one than the one in your hand.

Many things you could check.
Engine to small for the boat.
Not enough fuel deliver when in full throttle.
Engines compression test.
