The wheel cannot be turned by hand, nor does it turn when the foot pedal is used. could you kindly advise?

you did not say the model or maker of machine but from my experience, their are some model from brother where the belt slips off the motor pulley, this could be your problem.

Chances are you have a small piece of thread stuck in the raceway, turn the balance wheel bac kwards and you may free it off otherwise take out the bobbin and bobbin case and the raceway if you have the type with a drop down gate and clear it.

Independent repair shops will work on any model, it's the parts they have no control of. The good thing is that we have ebay, where most hard to find parts always pop up. All or 95% of sewing machine stores here in Bay Area Ca. sell and service PFAFF, even vintage metal mechanical models.

So you can turn the wheel manually but the same wheel that turns manually does not turn with the foot pedal. But when you press the foot pedal you hear the motor engage and move / rotate? If so then the motor assembly has a problem on your sewing machine...
