SOURCE: I have bought a hitachi vb16y rebar bender/cutter

Does the arm move to bend the rebar??? If not you have a problem that I would not recommend trying to fix on your own. I have worked on them and to disassemble and repair is quite difficult. What I would try first is underneath there is a plate with 2 screws and under that is a sensor to let the tool know where the arm is. remove that and while the tool is on its side squeeze and HOLD the trigger to see if the gear moves. Also while in operation you need to hold the trigger and when it reverses you will hear a small popping noise which is normal. But again if the arm doesn't even try to move while holding the trigger, I would find a reputable service center to take a look at it.

Can I use a portable bandsaw to cut rebar or do I need something stronger?

you can use a portable bandsaw to cut rebar, I find it to be the best solution when I can't take the rebar somewhere to cut it. But be careful if the metal is heavy it could fall and dent/damage the floor if you're working indoors of cause injury should it land on you.

What protective gear should I wear when cutting rebar?

Wear protective gloves because rebar tends to get really hot when you're cutting it, you should also be wearing clothing that you don't mind ruining and isn't too flamable because sparks will come flying off the rebar when you cut it. Make sure to wear eye and face protection as well as sturdy shoes. This is not a job for the flip-flops!

you can, but its not great for the teeth of the saw and it can get tiring. if you have any powersaws with metal cutting blades, that works best. if not, you can use the hacksaw but i hope you don't have too much rebar to cut

I have a VB16Y hitachi bander/cutter and it won't return to it's reset position

on the under side there is a sensor that could be giving you a problem, also something could have broke or got jammed not allowing to reset, the reset should be automatic as long as you keep the trigger engaged, you might want to try and turning the control dial up or down without a piece of rebar in it and pulling the trigger again to see if it will reset. They are not fun to work on though.

I am looking for a manual for an Hitachi VB 16Y

You can find the manual for this rebar bender here: http://www.hitachipowertools.ca/upload/fmproduct_filev/VB16Y_OM_6995.pdf
It is on the Hitachi webpage for this tool and requires Adobe Reader to open. Hopefully this is what you needed.

My pnumatic h.k porter 9190 cutter piston not returning to

Usual cause of stuck pistons in air operated tools is lack of lubrication. Most you have to either put drops into the air inlet before each day's use or use a mist oiler.

Lube your tool at least twice the amount recommended and try to get it to cycle. After it starts to work, make sure you lube it daily.

It is possible that the O-rings were damaged by insufficient lube oil.
