It would be helpful if you gave what the manufacturer and phone model were in your description. However, if you have a regular keyboard, along with a touch screen you can still use the keyboard to do some basic functions. The best way to learn the keys you should use is by reviewing your user manual. If you cannot find the original manual that came with your phone, I suggest going to the manufacturer's website and downloading it to you computer. Most phones have shortcut keys and those are defined in the user manual. Before you start using the keys, make sure your phone is "fresh" by which I mean restarted and ready to go from the home screen.
If you have a warranty with your phone, you can always use that to get a new one. Most cell companies have an average $50 - $125 deductible for insurance and you will get a new phone (sometimes refurbished). You will have needed to purchase the warranty when you originally bought the phone.
On a side note: some companies will not warranty certain phones they sell, but there are 3rd party companies which will.

If the touchscreen has become unresponsive to touch, and a reset or restart are not addressing the issue, it is likely to be a hardware fault.
