SOURCE: IBM t30 battery does not charge
The problem could be the internal battery charger board ( a small daughter board that plugs in the the motherboard) has gone bad. You can check out this site to: http://www.ibm.com/support/us/en/. Ray

Sound like the battery. Take the battery out and there should be a power meter on it, press it, if there are three lights that flash, the battery is shot. Not all batteries will flash if they are worn out, but they are supposed to. Try a new battery, I believe this will coorect the issue.

1) remove the four screws on the rear of the two top hinges
2) fold the screen all the way back and unsnap the small bezel above the keyboard. Remove
3) remove three top screws holding keyboard, unplug, and remove
4) remove the center motherboard screw which was under the keyboard
5) Now you're ready for the main action: Remove battery, HDD, memory cover, memory
6) unplug WiFi antenna wires on bottom (under memory cover) and thread back through hole
7) unplug display and display backlight
8) remove all bottom case screws and top case screws
9) gently work around the top bezel, unsnapping it as you go around, and remove.

Sounds to me like the transformer circuit that enables the batery to charge. If you have bought your machine within the last 12 months it should still be covered by warranty so go back to the supplier. If not covered I wouod still try as it is not beyond reasonable expecations that the machine will operate perfectly in very way for more than 1 year.

1* Remove unit and all packing materials from the carton. You should save packing
materials in case unit needs to be returned for service. If you do not wish to save the
materials, please dispose of them properly.
2* Place the unit on a stable, level surface, close to an AC outlet, out of direct sunlight,
and away from sources of dust, dirt, heat, water, moisture, vibration, or magnetic fields.
3* After installing the batteries (see below) and reading the Maintenance notes, plug the
AC cord into an outlet.
"Sure Alarm" Battery Backup Installation
It is strongly recommended that 2 "AA" batteries be installed into the unit, as directed below,
in order to activate this product's "Sure Alarm" Battery Backup feature. (The model should
come with two batteries already installed.) In the event that the AC power cord is disconnected
or a power failure or other interruption occurs, the "Sure Alarm" Battery Backup will maintain
clock and alarm settings for the life of the battery, ensuring that the alarm (buzzer only) will
sound at the set time. During any interruptions the time and alarm settings will be saved
and automatically restored when AC power is again active.
1* Gently turn the unit over and remove the battery
2. Install 2 "AA" batteries (alkaline is recommended for
longer life), while making sure that the + and - ends
match up with those inside the battery compartment.
3* Slide the battery compartment door back on, making
sure the door locks into place, and gently return the
unit to its upright position.
