I did not ask if it was overridden, I asked who the last President was that invoked the McCarran-Walter Act of 1952.

Presidents do not invoke Acts. Harry Truman tried to veto this Act, but his veto was overridden and it has been part of US Code since 1952. Trump's Executive Order arguably does not even comply with the way this law was written. Hi EO was arbitrary and unconstituional, as has been found by several Federal Judges already.

What should I ask to an immigration attorney?

First of all I think you should assess first if you really need an immigration attorney. Here are guidelines to help you; you will need a lawyer when you want to settle in other country like USA for example, you have criminal record, rejection cases, green card application and have applied for immigration for a long time and still have no update. However, in cases like applying for student visa and working visa then you may no longer need an immigration lawyer. Hiring an immigration lawyer is very expensive so you to make sure that you really one. Lastly you should not worry about what to ask them because once you discuss your case or concern then they will guide you on what to do.

Passage of the Immigrant Quota Act of 1921 and the National Origins Act of 1924, which limited the number and nationality of immigrants allowed into the United States, effectively ended the era of mass immigration into New York. From 1925 to its closing in 1954, only 2.3 million immigrants passed through Ellis Island-which was still more than half of all those entering the United States.
Ellis Island opened to the public in 1976. Today, visitors can tour the Ellis Island Immigration Museum in the restored Main Arrivals Hall and trace their ancestors through millions of immigrant arrival records made available to the public in 2001. In this way, Ellis Island remains a central destination for millions of Americans seeking a glimpse into the history of their country, and in many cases, into their own family's story.
