There are so many products, we cannot help without the model no. Try typing 'Honeywell programmable electronic thermostat' into google and searching for an image of your thermostat, then get the model no. Then you might be able to get some help.

SOURCE: Honeywell Commercial PRO TB7220U Touchscreen

That one is fun. Touch the system cycle button. then touch the two spaces on both sides of the center button at the bottom hold them down at the same time. After 5-10 seconds the screen should flash and show numbers int the center of the screen touch the screen til the numbers 670 appear. then change the numbers beside it to 0. then click done. now you should be able to adjust temperature as needed

SOURCE: cannot set heat setting by using "hold" feature

make sure it is not telling you room temp, some of the Honeywells, will display room temp over desired temp. check that, if it wont let you switch temp than buy a new one, if you dont have a heat pump a new cheap stat is around 20.00.

Trying to set temp on honeywell t-stat

I believe what your experiencing is the 75 degrees is the hold temp position...the display then reverts back to the actual room temperature...it doesn't mean the set temperature changed back to 65 degrees. Try to reprogram the thermostat schedules, and try not to use the hold function...just the temporary hold. (which is bumping the programmed temperature up or down until the next programmed period)
