See when I plug
it in it blinks red green like 67 times then shuts off. You can hit the power and turn the tv on while it's blinking red green and also after it stops blinking just no pictute. When you turn the tv on the light goes to white but still no picture. Tried a different t con board from the exact tv that worked and there is nothing on the screen still. Since I took the t con from exact tv that works and put them both in I still get no picture on the "repairing" tv. When I turned on the "already working" tv with the t con from the other tv I don't get a picture on that tv aNY more. So what does that mean then? I took multi meter to the power board and checked the bottom 2 pins on the power board named tcon-vcc12v and I get a 0 reading. Does that mean no power is going to the tcon board? So basically I need to replace the power board?

Yes , it can be a short on the board that will ask the SMPS unit to protect the power so as to switch off. So even with a multi-meter check you will be able to trace the short on the board, the drivers or any capacitor that is cutting off the power which must solve the issue.

Back - light problem. Check and replace damaged component/s at its back-light inverter board, or replace this board as card basis. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts. It will be best to replace the inverter board as card basis.

In some models of LCD TVS; the backlight inverter and its T'Con board will be a part of the panel itself, and will be a built-in type inside the LCD panel. If so, they can't be replaced. In this case; a panel replacement is the only repair. For some other models, the backlight inverter section circuit will be a part of the main power supply regulator [SMPS]. To such sets, the power supply section circuit too should trouble shoot. Contact any service technician. The circuit will differ with models and versions.
