or overheating GPU, (graphics chip)
first makes sure fans work correctly remove lent
test with the battery removed, and if you twist screen or base gently if LINES CHANGE shape or form,bingo, bad screen.
the resets for all HP laptops is answered at HP.com
1 million times, (or infinite)

Dell had a problem with horizontal lines in some of their monitors a little while back. I would try contacting Dell Tech Support to see if your monitor is one of the one effected. I think they were replacing the monitors that had the problem, but I'm not completely sure.

Try connecting the monitor to a different computer (desktop/laptop).
If the symptoms persist, it's time to responsibly recycle the CRT, and to replace it with a 19-inch LCD monitor.
