Question about HP Pavilion F1703 17" LCD Monitor
The problem that we have found on that model is bad solder joints on the power board. Th board has coils called inductors that carry a good deal of current. The solder connections melt and the circuit breaks. You should be able to remove the back of the monitor and you will see one or more solder joints that are not making connection. heat up a soldering iron and apply a little bit of new solder to the connection. Re-assemble the monitor and you should be back working.
