Greater than -5, means infinitely close to -5, but greater than it, so it is on the right hand side of it. On a number line, we indicate this with an open circle at -5.

Less than or equal to 5 means 5 and everything less than 5. On a number line, we indicate this by drawing a circle at 5 and filling it in.

I assume you want to round it to the nearest thousandth.

Step 1 - identify the thousandths column - going to the right of the decimal are tenths, than hundredths, than thousandths

Step 2 - check the number immediately to the right of this column

Step 3 - if this number is 5 or greater, add 1 to the thousandths column

Step 4 - if this number is 4 or less - no nothing

Step 5 - delete all numbers to the right of the thousandths column

In this case the 8 is greater than or equal to 5, so we add 1 to the 6 to get 7 and then delete all the numbers to the right.

I get 7.247.

Why more than one is not equal?


Equal means the two sides of the balance (scales) contain exactly the same amount. When there is more on one side, there is obviously less on the other side and that makes the amounts on either side NOT equal
If you say that some quantity is more than one the number used to express the quantity in question exceeds 1 by some amount (big or small, it does not matter)
1+1 =2
3 is more than 1 is written 3>1
But if 3 is more than 1, then 1 is less than 3 and you write 1<3
Equal =
> greater than, more than, exceeds, larger than
< less than

Try this:

=IF((E2<38),B2*14.3, IF((E2<44),B2*15.05, IF((E2<50),B2*15.8,0)))

Note that <38 is the same as <=37. Also, you can replace the 0 at the end with empty quotes "" for a blank cell.
