I need to change this sentence from past tense to present tense

The sentence is when people are managed their own controlled drugs a cd cupboard was not needed suitable storage was a lockable cupboard or drawer in their own room

the one that's already installed to your pc should work, try unistalling the one you got and install it again useing device mannager,let me know if that work or not

Do these 4 words mean the same? Say, says, read, reads.

say and says are spoken or oral representations
say is present tense as in now
and says is past tense as in said yesterday
read is visual as in reading a book or paper and is a now tense as I read it now and reads is a past tense operating as he reads the passage very well so the words mean speech in on lot and visual in the others
they can be used in the same sentence as ---I say he reads very well doesn't he or --I said that he read that exactly as it is written
the word read has both past and present tense and it depends on the construction of the sentence as to the determination of that tense

simply put , verbs are action or doing words
when verbs are used differently it is normally when different tense is in use
example past tense ( yesterday) I did , today ( present tense I do , (future) I will do

Im not fluent in english but i want to learn more, i dont know how to use have and has.

In present tense, "has" is used for the pronouns "he", "she" and "it". All the others use "have"
In present perfect tense the verb "have" is an auxiliary one. Same rule applies with the pronouns, followed by the main verb in past perfect tense.
Example of simple Have:
I have a dog
She has a cat
We have two houses

Example of Have in present perfect
I have eaten a hot dog
She has fallen down while skating
They have gone to the movies

i watched a video on youtube about this continuous tense.. theres present and past continuous..

for present continuous tense example for "fall"

He (subject) is (to be) "fall"+ ing fast now.

he is falling fast now.....

now, or at the moment etc is important to stress that ur sentence is progressive or is happening...

for past continuous tense example is

"he was falling from the stairs when someone tried to stop him."

this are my examples base on the video i watched...well i watched it so i can post an example sentence haha! but i learned too.. its a win win...
