Earl, is this a furnace heater for your house? And are you referring to the blower that distributes the heat throughout the house? And does this unit have a flame exhaust blower? This last blower is a small blower in the unit itself, if it has one you usually can spot it.

Your water heat is at an age that I would recommend replacing the whole unit. That one cannot be too efficient and most likely has sediment built up on the bottom of it pretty bad.

Start-point is to inspect and clean burner parts and combustion chamber, clean air intake, bleed air out of gas line, test gas pressure, test electronic gas control valve, check for venting issues.
As general rule, gas water heater manuals recommend professional service once a year that would cover most items listed above.

Rheem 21VP50-1. On hot water for 3 days. Shut of and turned on power...no ignition, no blower, no clicking.

Unplug the power supply for 10 minutes and plug it back in. If the standard start up does not occur, you have bad control valve or the Flammable Vapor Censer has trip the unit. In either case you need to contact Rheem for repair parts or a new heater.
