Most (if not all) chest freezers are not self defrosting. Normally, defrosting is not required for long periods because the hotter humid air will not setting INTO the cold freezer.

How do I access the defroster drain pan under the Samsung model RF4287HARS/XAA refridgerator to empty it?

If the drain itself is clogged or frozen, it should be cleared. It is located under evaporator coils behind inside back freezer wall panel. The defrost pan itself under unit should have no need for emptying unless there’s a defrost problem that could create a lot of water at once when thawed. Heat under unit normally evaporates what little bit of water that’s created under normal circumstances

GE fridge not cold.

If the coil (in the freezer) is icing up then it's not being properly defrosted on a regular basis, ie. 2 - 3 times a day. On older models it's usually just a simple matter of replacing the defrost timer. On newer models, the defrost timer is integral with the 'motherboard', so the whole (expensive Chinese made) motherboard must be replaced because they're not serviceable.

Less likely (but possible) are the defrost heating element and/or temperature sending unit found on or near the coil itself. Least likely is a low refrigerant level, which would indicate a leak.

Freezer will not defrost itself. Where is the automatic defrost control located?

The defrost system is made up of the defrost heater, defrost thermostat and a timer. The defrost heater and thermostat are next to the evaporator which is behind a panel in the back of your freezer.

Suggest you go to sear parts direct and plug in the model number from the id tag (normally on the cabinet wall beside your crisper drawer) and it will give you an idea of the location.

its easy to remove the ice ( just add heat ) / but you do need to correct the problem . this sounds like a defrost cycle failure .. ck the defrost heater and the defrost terminator . and the heater itself .. the model # is not complete try to find the one on the unit itself . in order to get better info .. hope this helps mmm. feed back pls.. 7/10 //11

The freezer isnt working, it is running not cold enough model number ARB190ZCS

Your model has a simple defrost timer inside fresh food compartment and behind control panel. I would see if I could manually turn the timer clockwise until defrost comes on and compressor stops. If after 25 minutes it does not turn itself back on turn the time again clockwise slowly until it restarts. Part number 67001036 Defrost Timer
