SOURCE: I have a EC4000 electronic

Paragon EC4000series are programmable timers
EC4000/120 for 120V
EC4000/277 for 208-277V
dc5a40e.jpg

Is this a new installation?
Or was timer working fine until recently?

1) With digital programmable timers like EC4000, if there is conflict in programming, or missed program, then timer might skip the program.
For example if program1 says ON at 7 and OFF at 8, and program2 says the opposite.
2) If wiring is reversed, then the manual override will work but clock will not operate, and the timer will not function.
a) for 120V timer:
-120V black wire from breaker goes to terminal2
-120V white wire from breaker to terminal1
-jumper wire from terminal2 to terminal3
-Load black wire to terminal4
-Load white wire to terminal1
b) for 240V timer
-240V Hots from breaker go to terminal1 and 2
-jumper wire from terminal2 to terminal3
-Load wires connect to terminal4 and terminal1

Below is link to EC4000 instruction manual
http://waterheatertimer.org/pdf/Paragon-EC4000-program.pdf
Troubleshooting steps say to review set-points.

Solutions:
Checking wiring as described above
Check programming.
Reset timer and re-program set times.

Sounds like a hardware failure inside your monitor.
If it's still under warranty I would suggest you return your monitor for a new one. If it's not, then I would recommend looking for a local repair shop to repair it or try to purchase a new or used monitor to replace it.

This sounds like a bad LCD Controller Board (otherwise known as a TCon board), but you would have to replace it with a new one to be sure.

Here is one available on EBay for about $76 if you were interested in doing the work yourself:

http://cgi.ebay.com/WESTINGHOUSE-LTV-27W7HD-T-CON-BOARD-V270B1-L01-C-/160414559619?pt=LH_DefaultDomain_0&hash=item255973ed83

A repair shop could also do the work for you as but they would probably charge you at least $100 labour plus the cost of parts for that kind of job.

These boards are a common source of problems for these TVs, so you will have to carefully weigh the cost benefits of spending money on a tech or on swapping out circuit boards yourself, versus the purchase price of a brand new TV that comes complete with a warranty.

Here is a link to another expert's solution which contains links to his excellent set of LCD Troubleshooting Guides:

http://www.fixya.com/support/t8133519-not_power_up

You can read through them and get an idea of what the repair procedure would involve. If you find BUDMRTN's guides helpful, please give him a thumbs up on that page.

Please comment back here to this page if you have any questions, have difficulty accessing the links, or just require further general assistance and I will respond as soon as I see it.

Thank you very much and good luck.

Joe.

Hello
Your Apex TV has been locked. If you remember the lock code you have entered, enter the same to unlock it. Otherwise check the following.
Apex TVs use a four digit code to control the v-chip. The override code for many models is 6688. Other sets may not have one, or may have a default code of 1225 instead of an override code.
  1. To use the override code:
  2. Hit the MENU key to get to the menus.
  3. Go down to the SYSTEM menu and hit the right arrow on the remote control.
  4. Once in the SYSTEM menu, go to PARENTAL GUIDE. It will ask for your code.
  5. Enter the override code listed above. From here, you can turn on and off different rating restrictions, as well as set a new code.
No matter what the V-chip code is set to, the override code will still work. If you have a blank screen with a red key on the bottom left, simply press the (function or F) button and the mute button at the same time. This will unlock the screen and allow you to view the channel as desired
OK.

I have a Woods TM1710 outdoor timer and the instructions are not very clear. First, what is the manual overide switch. Second, what are all the on/off positions on the dial for. Third, which part of the...

Woods timers and manuals
Woods TM1710 shows at page bottom, and does not have online manual that I can find
http://waterheatertimer.org/Woods-timers-and-manuals.html

TH1710 is a promotional timer for outdoor use.
TD series and TM series timers are evidently sold at a price point, and not made with same features as more expensive timers.

That being said, TM1710 has a dial that rotates as time passes.
Poor image quality is hard to make out, but dial looks like 12 hour.
If this is true, then time programs repeat each 12 hours.
Set timer and the lights turn on-off during am hours, and then cycle repeats for pm hours.
Kinda silly to make 12-hour outdoor repeat timer since you want outdoor lights ON during pm but not am. But cheap prices sway we shoppers who later discover a saw horse that is supposed to balance on 2 legs.

To set ON-OFF times, there are segments located around outer edge of dial.
Pull segments up or leave them pushed down to set ON-OFF.
Most timers are OFF during hours when segments are pulled up, and ON when segments down, but this timer may be opposite.

Manual override is button or switch that overrides timer functions and turns light ON full time.
Again poor image quality makes it impossible to see manual override, but it looks like manual override is white button to lower right of dial.
If that button is manual override, then it appears to rotate.
Usually you set override one direction to override, and other direction for timer to operate

I set timer back from 9pm to 6pm to turn on. no lights activated the last two nights. Is there an on and off button hidden somewhere? ------Jim thanks

1) Use manual override to see if ST01C timer is functioning:
Push door that covers buttons -or- open door and push ON/OFF button ... timer should make audible clicking sound >> and lights will turn On and Off.

Look on LED screen ... left side of screen is small light-bulb icon ... when lights are ON, icon is black ... when Off, icon is outline

2) Review troubleshooting steps in Manual
a) You might be in Random MODE ... Press MODE button until AUTO appears (AUTO mode lets programs to run)
b) Battery can be too low to operate timer, even if BATT warning does not show on screen >> Change SR2 battery and re-set Time-Date (Time-Date disappears if battery is dead, but programming remains in timer forever until timer is reset)
c) Timer will skip conflicting programming ... For example ST01C has 40 programs ... if Program1 says ON at 7 and Off at 8 ... and Program2 says opposite .. timer will skip these programs
d) Timer will not work on circuit where load (lights, fan. motor) is farther than 100' from timer
e) Timer might not work with underground wiring
f) Circuit breaker clicked off > reset breaker
g) Timer may be carrying too much load: 960 Watts flourscent; 1440 Watts incandescent
h) Timer has 1 year limited warranty > things wear out
i) Circuit has loose wire >> check your connections > review wiring diagrams
j) Timer connected to three-way switch, and other switch has malfunctioned
k) Last resort: Reset timer and reprogram
