The control board controls everything. It also reads inputs to determine how to exert this control. A thermistor tells it what the temp is. If either are defective the fan can be out of control.

Based off the information you have provided you replaced the control board and continue to experience troubles with your Frigidaire refrigerator. Normally an "EF" error code stands for evaporator fan circuit failure. This could be an issue with your evaporator fan or main control board.
