Your mode dial may be set on a function that does not support self timer. Turn you mode dial to P and see if it operates then

I do not have instructions for 61048 sunbeam timer

1) Add a comment and say exactly say what buttons are on timer face, and I will find same/similar timer if possible.

2) I might also be able to intuit possible programming.
Most simple timers are 24 hour, and you push and hold a button and then press up or down button to set current time, and then press buttons to set ON time and then OFF time.
