Go into Settings and then Security. Select Clear Security Credentials. Now try again to set up a new password lock. If you are still getting interference then put your phone into Recovery Mode and select Wipe Cache Partition and Clear Dalvik Cache. You may not be exiting the application properly or missing a step to save your password. Since you are experiencing problems with the lock function it may be best to avoid it completely.
