The Anastazi comes with a "threadless" headset and stem. The only way the stem can be raised as-is if there are spacers above it, which can be moved to below the stem. Otherwise you need a threadless stem raiser threadless stem raiser Google Search
A shorter stem is another solution that will make the reach to the handlebars easier. Be careful about sliding the seat forward to do so, as that can cause knee problems.

Your bike has a "threadless" fork/stem, which means your options are limited. If there are spacers above your stem they can be moved to underneath it, but typically that will only give you part of an inch. You can also perhaps get a shorter stem, or one that is angled up more. Finally, you can obtain a stem riser:

Raising handle bars

Should be a set screw or release on the frame where the handlebar stem inserts into the frame. Lossen the connection and with a friend if necessary push down on the frame and pull up on the handelbars to rise the stem. You might need to spray some lubricant where the stem fits into the frame.

I need to raise the handle bar on diamondblack Odyssey DB78 mountain bike. It has a "cartridge system inside" stamped on the top post around the allen key. I loosened the alley key but...

Simply web search for "raise the handle bar" and you get lots of resources.

A major limitation is the steerer tube length. No matter how many times you cut a steerer tube it won't get longer.

Getting Riser Bars or simply flipping the stem over or getting one with a different rise and reach might give you the added height you need. If you LIKE the handlebars, the stem is the best and least-invasive option as most new ones come with front loaders (detachable front caps) that allow replacement without stripping components off one side of the handlebar. In minutes a Bicycle Shop could swap any number of them onto your bike for you to try.

If you had purchased the bike at a reputable Bicycle Shop they would have fit the bike to you before you took it home.

How do I raise the handle bar height on my Giant Trance

Flipping it over might work, or get one with a higher rise, different reach. Get a bike shop to assist as there are 4 parameters to match up: steerer diameter, handlebar diameter, reach and rise.
