I hate to say it but what this is is contamination under the actual LCD glass. This propblem starts during the manufacturing process and can rear its ugly head over time or after running at high temperatures for long periods of time. It can also appear as dark 'tiger' stripes. There is nothing that can be done to repair this. If you have an extended warranty, the mfg should exchange the panel for you. If your warranty is up, take photos and contact Toshiba online and try to get them to cover this regardless. This is a mfg defect.

you have to open the monitor or tv , you have to check the capacitors,these are the the little metal tubes, if they are burned , damaged or loose, you have to replace them with new ones, you can find them in any radio shack
