It sounds like it may be stolen? There is no activation password on an iPad.
When you get it, it should be at a Factory Reset state and you enter your own details.
You need to go to a computer and download iTunes. Set up an Apple ID and password. You will need credit card details for this as it gives access to the App Store and iTunes itself. Most apps are free.
Connect the iPad to the computer and tell it to Factory Reset the iPad. It will remove everything on it and put it as a new unit. Work through the wizard putting your own information in and you will be fine. Write down your Apple ID, you PAssowrd and your Lock Code if you set one.
