blade might be to tight, loosen the nut that holds the blade,if that dont work,blades gotta be hitting something,if its a new blade measure it up to your old one to check size,make sure its a wet cutting blade,some continuous rim blades are made for hard material like granite,or dry cutting , good luck

SOURCE: I have a QEP 7" tile saw. When I plug it in and press the switch, it hums-blade does not spin. (Note: not ready to cut tile yet, so no water in the bottom) Does anyone have any ideas on what's wrong?

Sounds like a shorted motor,or a dead spot on the armature. Try rotating the blade manually with no power first, then plug it in to see if it starts up. Don't let it hum for more than a second at a time, or it's sure to burn up the motor our trip the breaker.
