How can I change the answer message

You didn't specify a model, but here is a Uniden DECT 1580 Manual that should be close enough to help you change the message.

How do i change or program to get messages and to get out of the answere only mode

If it's displaying the "A" then you're in the announce mode where it play an outgoing message and does not record incoming messages. To change to the answer mode follow the instructions on page 33 of the manual.

How do i change the incoming message on my phone?

The 27831 isn't an answering machine.

Please refer to the documentation for whatever answering machine you have on your phone line. If you require further assistance, please add a comment to this question and specify the make and model of your answering machine.
