I wouldn't think a short , would blow a fuse ! A lose connection more then likely . A ground connection to be specific . You would need to look at a wiring diagram for each of the affected componets to see if they share a common power (fuse) or a ground point on the body , chassis etc... You can look at free wiring diagrams at http://bbbind.com/free_tsb.html And do a voltage drop test on the circuits to find which part of the circuit has the problem .B+ voltage or ground side . There are videos on youtube showing how to do a voltage drop testing . It would also be a good idea to have a repair manual that shows ground locations . Ground locations can be behind the dash panel , left or right kick panels . I mean they hide them in places you wounldn't even think . Automotive electrical testing is one of the must time consuming jobs there is . The fix mite be as easy as just tighting a nut on a ground stud . But finding an getting to it are another story . I have had to pull instrument panels to get at bad grounds . Good luck !

easiest thing to check is your fuses. The signal light system may have a short in it and it may have caused some of your fuses to blow.

Sounds like this car was under water...????

Not knowing the year is a down point.!

I would remove and check all fuse block relays and switches. Both under the hood in engine area and under the dash.
If it was me, I would bring it to a auto electrical shop and have them check to system.

Sounds like a relay issue possibly. The interaction between the door lock and wipers may be the key. Check a wiring diagram to see if there is any common fuse or relay. The speedo may be a separate issue.
