Check the angle stop at the wall ( valve) if it more then a few years old the rubber inside sticks try turning it off and on a few times. Well first just make sure its open all the way to start. If both of those do not work It might have a screen at the opening of the preeure mechanism...check that the was no line trash caught in it from turning the water on and off. If none of these things work let me know and we can get more technical in find out whats wrong...heck you could have just gotten a bad one. The Plumbing company I worked for when I lived in houston had the contract with them to do there warranty work and boy did we do a lot of it .

Ok is this a standard toilet where the water reservoir tank is just bolted to the bowl with 2 or 3 bolts and is removed separately or is this an older style where the tank is elevated and connected by a long tube....at any rate...the flush assembly...usually just has the one large plastic or metal nut that retains the flush valve assembly....they get stuck in place afters a few years and just need a little coaxing...and have been APT/Home maintenance industry for 35 years in USA...I have never had a flush valve that needed to be unscrewed but that doesn't mean it isn't possible...so if I were a guessing man which I am generally not (I prefer to know exactly what I am talking about) just like I know that 99 percent of all threaded material in the USA requires them to be removed in a counterclockwise direction...

Yes, If I remember correctly you need to replace the flush valves. I cant remember if there is just one or two valves but they need to be replaced. go to your nearest plumbing supply house (a home improvement store will not carry it) and get a new valve. This will fix your problem.

First make sure it is not overfilling. The water level must stop before it reaches the overflow pipe. If it continues to run it will overflow into the bowl and continue to run. Adjust the fill level to the mark inside the tank. Make sure nothing is getting under the flapper and holding it open. You replaced the flapper so we know that is not the problem. Just make sure the flapper is centered on the drain hole.
