Toshiba netbook won't recognize LG GP08

I have connected the drive to my Toshiba Netbook and after the LED lights blink a couple times, nothing happens. The computer doesn't seem to recognize the drive at all. I have downloaded the driver but when I attempt to install it, it says that the target drive cannot be found. Thanks for your help
